What's a YP? Help with acronyms!

NS Harrisburg Terminal Dispatcher gave a maintenance person a "YP" then a "TA" (track authority). So what is a"YP"? Also a certain maintenance worker is referred to as a "RWIC". What does that stand for?

RWIC = Roadway Worker In Charge

I think it's "Yard Permit" or something like that. Used to be done verbally, now they get a piece of paper.

Yard Permit. Issued to Roadway Workers to occupy other-than-Main track.
