Here's 47 at Danville, IL in 2005 and 97 in North Terre Haute, IN in 2004..

Is there any specific reasoning for the low numbers? 

Can't say I have personally seen any single digit road numbers. Cool collection.

When the first AC locomotives were delivered, the then-president (Jerry Davis IIRC) correctly had them numbered starting at 1 to set them aside from the rest of the fleet.  He went on to do the same thing at Southern Pacific with their first AC's.  Some of the CSX units are now being rebuilt and getting 7000 series numbers which were higher horsepower GE's at the outset of CSX in the mid-80's.

CSXT #1 -- #14 were delivered in '94 as #9100 -- #9113; but soon renumbered.  Amtrak P42DCs were delivered as #1 -- #207.  Milwaukee Road (CMSTP&P) had FP45s #1 -- #5.  Gerry

And I can remember how these engines were shiny and new.......now you can't be sure if they will even run! Oh well, everything wears out.

November, 1994, no wonder the kids don't remember this.
25 years have sure flown by.

The original NS had GP18s #1-17. Southern renumbered them after 1974.
GM&O had B1-B82 (freight B units).
NC&StL had switchers 1-11. L&N renumbered them. 
RF&P had switchers 1-8.
SCL had SD35s 1-8 that had been modified into H15's for hump use. 
Southern acquired a 1 from Albany & Northern and another 1 from Danville & Western.

Let's not forget that UP had oil/turbine/electrics #1 -- #30 and SD45s #1 -- #50, and AT&SF had box cabs 1A and 1B as well as E1As #2 -- #9  Gerry

Is there a reason other rail roads don't use numbers 1-99 for any of their locomotives?

When you think about it, if you run out of places in the four digit number series, you can get an extra numbers in one, two and three digit series. Why not? Historically, it seems that most big roads haven't used those slots with diesels.

CSX 1 had a different nose logo in 2013 - Highland Landing (across the river from Poughkeepsie). June 29th, 2013.
