From what Andy taught us, they're neither Athearn nor Proto 2,000.  They are the Moyers design.

From what Andy wrote to me, and I posted under the subject line of "GP30 Heritage", you might be able to follow what Bev-Bel did and use an Athearn GP35.  Grafting the shell onto a Kato GP35 is another route.
