It was originally built/used by the Detroit Terminal Safety Commitee for the annual Safety Expo (2011 IIRC) in Atlanta. After the expo it went around the Lake Division. The purpose was to allow non T&E employees based in Atlanta to get a glimpse of everything a train crew does while doing their job. 

The Dearborn Division has/had a permant layout for 'Orange Hats' to practice on.
