Tru-Color is the best IMHO.

According to the Painting & Lettering Guide for Santa Fe Railway compiled by the late Richard H. Hendrickson, the formulae for Scalecoat and Floquil (if you have any left) are as follows:

Scalecoat (now Minuteman)
5 parts #16 reefer yellow
4 parts #17 Pullman green
3 parts #13 box car red
1 part #10 black

Floquil
5 parts RR31 reefer yellow
4 parts RR45 Pullman green
3 parts RR74 box car red
1 part RR10 engine black
