How much could they carry
Do they still use cars that have single axle at each end

Maybe something agricultural? Lightweight but bulky? That looks like an extended side gondola with a tarp so it should haul whatever the USA equivalent hauls, just less of it.

Took me less than 5 minutes to find relevant info on this car in Japanese. English search will be more difficult, but plenty of hints as to its purpose in the vendor description, so some might be able to make educated guesses.

Sometimes, desperation (lack of easy answers) is motivation. :-)

The cars were manufactured between 1964-1971. JR Freight stopped using them in 2002, so none in service exists today. Some were converted for excursion use, as open air excursion cars. The excursion cars are no longer in use either.

This car is a Japanese wood chip car.　It is a modified car from various gondola. This car was used in Hokkaido where I live until 2002. Taken in 1975.

19 Tons! LTWT 10 tons. Loaded, that is less than virtually any US freight car empty - a little more than the weight of a caboose.

Well, the fact that it's smaller then virtually any US car might have something to do with it.
Remember, this is a narrow gauge (42") car.

For sure. I was just remarking at he contrast. Yesterday, someone in a South Africa signalman's group posted a clipping from the early 20th Century proclaiming a test train of 654 tons 58 axles pulled by one Garratt. Railroading has come a long way.
