Passenger Trains > Alco Engine Move Question

I posted this in the eastern railroads forum as well but thought it might be pertinent here too:

Hey all there was an Alco RS-3M in Amtrak paint that headed west on the CSX Mountain Subdivision on the CSX Q317-10 on Monday this week. He came through Oakland, MD around 1:30 pm. The only markings I noticed were BDLX 106 on the side of the engine. Does anyone know what the story with this locomotive is? Thanks in advance.

I found a blog post from December 4, 2012 that stated the engine was headed to Grafton, WV and then on to the West Virginia Central Railroad:
