"...no anomalies or malfunctions" means the signals were working. But they could not do what Amtrak did not program them to do, even though they could have: enforce the speed. LOL!
Date: 05/21/15 13:11 Re: Amtrak 188 NTSB briefing Author: PRR1361 Current signals NY-WAS (except for two short stretches of ACSES) can enforce only three speeds: 45, 30, and 20. Speeds above 45 to max are the responsibility of the engineer. Would you have them enforce 45 on a curve suited for 90? ACSES, when it is fullly implemented the end of this year will do exactly that.
