Non Powered Cab Unit (NPCU).  The last three digits of the road number are the road number of the F40PH that gave up its guts.

It's nice when the NPCU units are properly aligned and matched with their respective corridor colors (e.g. the green and brown for the Cascade service, Downeaster lettering).
