Sounds like the long standing practice of shoving a POS into CUS so the Chicago heros
can show another on-time departure.  The train then sits on the main at 14th St. for hours
while the forces fix whatever should have been fixed before it ever shoved to CUS.

Been going on forever and apparently will go on forever.  At least we know it was not
a problem with the ovens in the dining car.

This nonsense goes on because upper management lets it go on.
They are either too stupid to dig down past the lies that come from Chicago,
or
don't care (poor performance never has any consequence for them)
or
intentionally want to drive passengers away.

These sorts of things have gone on for so long in Chicago apparently, that now they are just viewed as a time honored tradition which no one wants to change, lest the traditionalists get all upset and bothered? LOL!

I still have bad memories of the number of times in the very first summers of Amtrak that the westbound EB would show up in Minneapolis with A/C in half the cars not functioning.  When I would ask an attendant when it failed I'd usually get the answer "it wasn't working out of Chicago but they said it would pick up once we got on line of road".  We (BN) still provided the mechanical support and I think we had one electrician and a couple carmen that worked the station and they performed miracles, but there were times when a car was simply beyond repair -- something Chicago knew perfectly well before sending the car out.  BS then and it sounds like the same BS now.

P.S   Incidentally, Amtrak at its formation had been given the choice of taking over either the PC maintenance facility at CUS or the BN Zephyr Pit.  They made the wrong choice.

For what it is worth, the problem was with cab signal and PTC.  We had just arrived in Chicago on a late train 4 and heard it on the radio.

If you saw my comments on any train leaving Chicago and they have Issues, I critsize them too! Sucks some people try to defend Chciago, but why, it probably has one of the laziest workers in the Amtrak System!
