FRA issues new OTP rules for passenger trains

This will take some time to study all 32 pages of the FRA rule, to find out what the new Rule really amounts to. 

Amtrak's press release, disappointingly, is basically public relations boilerplate that says nothing.

The AAR's prior litigation challenged the process of the OTP rule-making on non-delegation grounds and other issues. Now that the rule has been formally issued, the AAR can litigate the rule itself. I do not expect the AAR to simply roll over, as the Amtrak press release suggests.

The best thing Amtrak can do for OT performance is to get its equipment into GOOD repair.  And do not send out LD trains with one engine.

With the three day per week schedule and Chargers replacing some P42 units in Michigan and Illinois, Amtrak should be awash in locomotives.

Thanks.

No need to repair them, or use them on single unit trains.

I wonder if BNSF will renew its requirement for winter trains on the High Line to have threelocomotives?
