Amtrak #5 in Truckee (1998)

The Caltrain #910 was running to get over Donner. Note the private varnish sandwiched by two express boxcars. Was this Amtrak's policy in 1998 to discourage private rail car moves?

UP was doing trackwork near the completed overpass at West Truckee.

It could have been so they get HEP if the boxcars are not wired for pass through. It could also be the boxcars were put on in Denver.
