#5168 was one of 93 51-class locomotives built between 1961 and 1963 by Cockerill in Belgium under license from Baldwin-Lima-Hamilton!  You can see some of the "shark-nose" features.

Cockerill supplied Cape gauge Baldwin powered units to the Belgium Congo in 1954 and 1969, and to Sudan in 1961.
They built the Cockerill-Baldwin 608SC engine under licence.
55 Class 59 with the Baldwin motor built for SNCB in 1954
The 16 metre gauge D18E delivered to Vietnam in 1983, have a "Cockerill 1800hp" engine, so possibly the same, these were financed by the Belgium Government, so had a high local content.
