My one trip to New Zealand was for a Mainline Steam tour in 2006.  A total of 1,457 miles was ridden covering both islands. We also visited numerous tourist railways, all with special charters. Two steam locomotives, under steam, were carried by ferry from the North to South Island. Watching they steam off along with other rail vehicles, passenger cars and trucks was quite a unique experience.

Small place. Easy to do. But would have taken far longer using service trains. And most heritage railways operate infrequently so it would take ages to cover all the ones we did over a 10 day period.
