Iranian passenger train vs. "excavator"?

A very short report of tens of fatalities and cars derailed in the eastern part of the country.
It said that the locomotives did not hit the excavator but the passenger cars did.
Seems odd if the report is correct.
Has anyone picked up this from news sources outside the US?
