From Railway Gazette International online.It seems if the transponders that Trackbot will be installing need external power sources, that part would need some human intervention. But I think ETCS and ERTMS have a big advantage over PTC: no reliance on satellites subject to solar storms, or decaying orbits and orbital debris (for GPS).
