The 406 was the NPCU that accompanied the 40th Anniversary display train in more traditional garb:

It is unlike other "cabbage cars" in that it has an HEP genset for lighting and electricity on the train, but like the others it doesn't have a prime mover to propel itself.  It has never been "90406."

I do know that the video shot was taken between S 10th West and S 900 W streets, looking south, as the Cal Zephyr, train #6 about to go under Veterans Memorial Highway (I-15) in SLC.  I do know the second shot was taken at the W. 800 S Street crossing, looking south, in Salt lake City.

Somebody was out late in the cold. That is an interesting paint scheme, jury is still out on if it's good or not.

I was up there in Jackson, MI for that train with a friend. Took quite a few pics from there, including this one of a bride and groom.

Somewhere buried under the snow on the nose along with the Amtrak lettering.  The illuminated red lights flanking the number boards and lack of other locomotives immediately behind it suggest 406 was the last "car" on the train.
